Ann O'Brien brings over four decades of distinguished healthcare leadership, clinical expertise, and regulatory compliance experience to the CVPSD Advisory Board. With a career spanning executive administration, utilization management, and frontline crisis intervention, Ann provides invaluable strategic insight into enterprise-level compliance, risk mitigation, and high-stakes decision-making.
Currently serving in Utilization Management at Humana, Ann oversees medical necessity, resource allocation, and care optimization for Medicare Advantage members. This follows a successful tenure as a Regional Compliance Director, where she directed strict adherence to federal Medicare guidelines, clinical documentation auditing, and appellate quality improvement frameworks.
A seasoned healthcare entrepreneur and executive, Ann previously served as Administrator and Owner of Southern Iowa Home Health Care, as well as RN Administrator for Advantage Nursing Services, directing multidisciplinary medical teams, managing capital budgets, and ensuring total alignment with strict federal, state, and local healthcare regulations.
Crucially for CVPSD’s mission, Ann possesses profound, foundational expertise in acute behavioral health and crisis de-escalation. Early in her career, she served for a decade at the VA Medical Center on a locked psychiatric unit widely recognized as one of the largest and most dangerous in the United States.
Confronting volatile environments on the front lines, she routinely applied advanced de-escalation techniques to manage acute mental illness and behavioral crisis. Ann later brought this experiential knowledge to Wellmark Blue Cross/Blue Shield, managing utilization review for their Behavioral Health Department.
This unique blend of immersive, high-risk crisis experience combined with a macroscopic mastery of healthcare compliance makes Ann uniquely qualified to guide CVPSD’s program architects. Her advisory presence ensures CVPSD's training programs remain fiercely realistic, clinically sound, and perfectly aligned with the evolving safety and compliance demands facing modern enterprise clients.
